Advancing Disability Rights: Commissioner Dr. Dennis Wamalwa Leads Strategic Engagement with Parliamentarians

In a concerted effort to promote and protect the rights of persons with disabilities in Kenya, a team from the Kenya National Commission on Human Rights (KNCHR), led by Commissioner Dr. Dennis Wamalwa, held a high-level engagement with members of the National Assembly and Senate. The dialogue centered on the draft Persons with Disabilities Policy and the crucial role of legislative support in its successful implementation.

The meeting served as a platform to underscore the urgent need for robust and inclusive legislation that aligns with both national development priorities and international human rights standards, including the UN Convention on the Rights of Persons with Disabilities (CRPD), to which Kenya is a State Party.

Speaking during the session, Commissioner Dr. Wamalwa emphasized that meaningful inclusion of persons with disabilities is not merely a matter of social justice but a legal and constitutional obligation.

“It is imperative that Parliament plays an active role in mainstreaming disability rights through progressive legislation, adequate budgetary allocations, and effective oversight. Only then can we build a truly inclusive society where all Kenyans, regardless of ability, can thrive,” Dr. Wamalwa stated.

The meeting highlighted several key priorities for legislative action, including:

Enacting comprehensive disability legislation to replace the outdated Persons with Disabilities Act of 2003.

Ensuring budgetary commitments that reflect the needs of persons with disabilities.

Strengthening institutional mechanisms to monitor implementation and accountability.

Promoting inclusive education, employment, healthcare, and accessible public infrastructure.

Parliamentarians expressed strong support for the ongoing reform process and pledged to work collaboratively with KNCHR and other stakeholders to fast-track the adoption and implementation of the new policy framework.

As part of its broader mandate, KNCHR continues to advocate for the realization of the rights of marginalized and vulnerable populations, with disability inclusion being a key priority. Commissioner Wamalwa and his team reaffirmed their commitment to sustained engagement with the legislature and other duty bearers to ensure no one is left behind.

This landmark meeting marks a significant step forward in the journey toward dignity, equality, and full participation for persons with disabilities in Kenya.
