Commissioner Dr. Wamalwa Dennis, alongside Hon. Sara Bonaya, and CEO Bernard Mogesa of the Kenya National Commission on Human Rights (KNCHR), recently engaged in a fruitful collaborative meeting with Mr. Harun Hassan, CEO of the National Council for Persons with Disabilities (NCPWD).

The meeting was held to explore areas of partnership, centered on critical focus areas aimed at advancing the rights and inclusion of persons with disabilities (PWDs) in Kenya. Key topics of discussion included:

Research Initiatives: The collaborative effort aims to conduct research to deepen the understanding of the challenges faced by PWDs in various spheres of life, with a focus on identifying barriers to employment and inclusion.

Policy Development: Commissioners and the NCPWD CEO discussed strategies to develop and advocate for policies that promote the rights and welfare of PWDs. This entails crafting inclusive policies that address the unique needs and concerns of this demographic group.

Legislative Implementation: Recognizing the importance of robust legislation in safeguarding the rights of PWDs, the meeting emphasized the need for effective implementation of existing laws and the development of new legislation where necessary to uphold the rights of PWDs.

 Oversight Implementation: Ensuring accountability and compliance with laws and policies pertaining to PWDs was a key focus. Commissioners and the NCPWD CEO discussed mechanisms for monitoring and evaluating the implementation of programs and initiatives aimed at enhancing the well-being of PWDs.

 5% Constitutional Threshold on Employment: Central to the discussions was the implementation of the constitutional provision requiring at least 5% of government employment opportunities to be allocated to PWDs. Strategies to ensure compliance and effective utilization of this quota were deliberated upon.

International Treaty Reporting (UNCRPD): The meeting underscored the importance of Kenya’s commitment to the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD). Commissioners and the NCPWD CEO discussed plans for accurate and timely reporting on Kenya’s progress in fulfilling its obligations under the convention.

This collaborative effort between KNCHR and NCPWD signifies a shared commitment to advancing the rights and inclusion of PWDs in Kenya. By pooling resources and expertise, both organizations aim to effect positive change and create a more inclusive society where every individual, regardless of disability, can fully participate and thrive.
