Championing Mental Health Rights in Correctional Facilities

Commissioner Dr. Dennis Wamalwa at a mental-health engagement in Kakamega

Mental health is a fundamental human right that must be safeguarded for every individual, including those in places of detention. Across the world, correctional facilities continue to face growing challenges related to mental health, highlighting the urgent need for stronger support systems, humane treatment, and rehabilitation-centred approaches within the justice sector.

Today in Kakamega, Commissioner Dr. Dennis Wamalwa joined prison authorities and key stakeholders in a crucial engagement focused on strengthening mental-health support within correctional facilities. The discussions emphasised the importance of creating environments that uphold human dignity while ensuring that inmates have access to appropriate mental-health care and psychosocial support.

Correctional facilities should not merely serve as places of punishment, but also as spaces for rehabilitation, healing, and reintegration into society.

Mental-health challenges among persons in detention often arise from a combination of social, economic, psychological, and environmental factors. Without proper intervention, these challenges can negatively affect rehabilitation outcomes and the overall wellbeing of inmates and prison staff alike.

A human rights-based approach

Commissioner Dr. Dennis Wamalwa reaffirmed the importance of adopting a human rights-based approach in the administration of justice. He noted that humane treatment, respect for dignity, and access to healthcare services are essential principles enshrined in both national and international human rights frameworks.

The engagement also highlighted the need for strengthened collaboration between government agencies, healthcare providers, human rights institutions, and civil society organisations in addressing mental-health concerns within prisons. Stakeholders called for increased awareness, capacity building for prison officers, improved counselling services, and the integration of mental-health programmes into correctional systems.

As Kenya continues to advance justice-sector reforms, prioritising mental health in places of detention remains critical in promoting rehabilitation, reducing stigma, and fostering safer and more humane correctional environments. Commissioner Dr. Dennis Wamalwa remains committed to advocating for the protection and promotion of the rights and dignity of all persons, including vulnerable populations within correctional facilities.
